For some projects, one or more of the standard fields (e.g. version, milestone) are not used. The input fields should be hidden, and they should not be marked as "cleared" on the first change.

The email notification provides more of a clue of why the erroneous "cleared" messages are appearing:
Changes (by nicholas@MED.UIUC.EDU): * milestone: None => * cc: None => * version: None => * status: new => assigned * keywords: None =>
