TRAC_ADMIN permission doesn't imply MILESTONE_ADMIN

Description
User having TRAC_ADMIN privileges cannot add any new milestones until they also have MILESTONE_ADMIN permission. Is this how it should be? It wasn't like that in the previous versions.

This works for me too. TRAC_ADMIN implies every available permission, there's no fixed list. Please reopen if you can provide detailled information (but don't set the milestone to a release that's planned for today!)
