I think this should be bumped back up, personally.
tracd is one of the main reasons I am drawn to trac. I run svnserv and tracd on a windows server and am loving every minute of it.
Even if it was only preliminary documentation, something that allowed people to get up and running would speed the time for tracd to become stable.

Tracd now has some initial documentation in TracStandalone.
