I'd like to upgrade my Trac install to your latest and greatest (or at least something from the 0.9 branch) version via fink.

I imagine that the maintainer of the Fink Trac package, Jeremy Higgs, will update the Trac package when 0.9 is released. Most packaging systems do not include pre-release versions in their database. See ​http://pdb.finkproject.org/pdb/package.php/trac-py23 for more info on the Fink Trac package, including contact details for the maintainer.
