What about upgrading p.e.c to 0.9b2, and trying out r2272?
The site_newticket.cs could be something like:
You are creating a new ticket on the Trac instance used for developing Trac itself. '''This is not a test system'''. Also check that you don't report an issue that has already been reported.
Upgrading to 0.9b2 would also restore the RSS feed for the Timeline.
