Description
As of [320] search.cs no longer uses the neo_cgi built-in function escape_url function to escape urls.
We need to create a new url_escape function and use that not only in search.cs but everywhere urls are used.

Note that Trac does not live up to what is being promised over before this ticket ist closed. Quoting http://www.edgewall.com/products/trac/details.html
Generates valid XHTML 1.0 'Strict' output
This also depends on the proper charset encoding, see #307

That's why we have a feedback system, and note that Trac is not yet 1.0. There will be bugs.

This bug is not descriptive enough, and has too wide of a scope to be readily actionable.
Since filed, we do a better job at escaping html entities throughout the system.
