Description
Thanks for all your hard work. I am big fan of Trac and have been using it since 2010.
Being COO of Logical Technologist I would like to offer volunteer contribution to Trac UI and propose Bootstrap 4 based frontend that my team can design and submit to your dev team.
We have already modified current theme to bootstrap, see attached for preview.

Also #11953. Feel free to raise the proposal on the MailingList. A few things:
- It's been difficult to get agreement on the path forward for a responsive interface design.
- Any proposed changes would need to be based on the new Jinja2 templates in 1.3.x (trunk).
- For any code to be accepted the contributor would need to be very dedicated towards to making the many and time consuming iterations that would be necessary to refine proposed changes. Your best bet would be to develop a theme based on Trac 1.4 when it is released, discuss on the mailing list and iterate on this theme until it's acceptable for merging into Trac. No guarantees on that, however.
