Similar issue with RELEASE.rst noted in comment:63:ticket:12120.
I think we can close the ticket since this was just a missed step in the release process.

INSTALL.rstis generated from branches/1.2-stable/trac/wiki/default-pages/TracInstall. The version string has been changed in [15221]. The issue will be fixed in 1.2.1.
