after following installation guideline, tracd doesn't start on port 8000 but only on 80

Hi, I am installing the last Trac version 1.0.9 on the linux distribution CentOS 7. I followed the instructions and while trying to start the standalone server on the port 8000 with following command: tracd —port 8000 /var/www/html/trac/test. when I open the URL http://localhost:8000 I get a timed out connection. if I start the standalone server on the port 80 it functions. I don't know where the logs are in order to have some idea how to solve the problem.
