Support "issue" as a ticket TracLinks prefix

issue can be used as ticket TracLink, in addition to bug and ticket (e.g. issue:1). Comment TracLinks also support issue and bug as aliases for ticket: comment:1:bug:1 and comment:1:issue:1.

Description

Mentioned in ​th:comment:2:ticket:12499, the CommitTicketUpdater supports Refs issue:1, but issue:1 is not recognized as a TracLink. Since bug:1 and ticket:1 are supported, it might make sense to also support issue:1.
