It should be added and/or placed in the TracStandalone#UsingAuthentication section of the wiki article. It might have the same format as .htaccess files, but I don't want to start a trial-error-investigation.

Edited TracStandalone@117 to improve description of how htpasswd and htdigest files can be generated.

The format is that generated by
htpasswdandhtdigest, as the section describes. If you don't want to use the Apache tools, see TracStandalone#GeneratingPasswordsWithoutApache. That section includes code for generating the file.
