Easy Linking Between Projects using Web Interface

Description
The Admin should be able to use the Web Admin interface to easily and quicky link items between projects. So the admin should be able to link things any part of a project to a different project. So the Admin can assign all users from one project to a 2nd and have all the permissions follow them. The admin should be able to link Tickets as well, so that a Ticket submited to one project can appear in many. When the ticket is edited the ticket should be edited in all projects it is in. The same for Wiki, Roadmap, ECT. I know this issue has been addressed before, but not in with a Web Config.

I think this would just be a workaround for the real issue: multi-project support. See #130.
