"Available Reports" text when QueryModule is disabled

The Available Reports text on the Report List page is hidden when the Custom Query contextual navigation link is not also present (QueryModule is disabled or the user doesn't have TICKET_VIEW permission).

When QueryModule is disabled or the user doesn't have TICKET_VIEW, the text Available Reports is shown. This is an artifact of a feature that shows the active link of the pair Available Reports | Custom Query. I think it make sense to hide it when QueryModule is disabled.
