Description
I can change timezone and date from Preferences. The blurb says:
Configuring your time zone will result in all dates and times displayed on this site to use your time zone instead of that of the server.
However, while this does change the time, the date formats don't appear to change (so I have British times but American dates!).
Also, clicking "save changes" on that page doesn't actually get it to say "changes saved". The thing just keeps saying "default time zone" even if I've changed it and it has accepted it.

It works fine in current trunk (1.0dev):
- if you expect the date format to be set according to your localization set up, also change the Date format to Your language setting;
- after clicking "save changes", there's an information notification box stating "Your preferences have been saved.";
Of course, you need to have this "Date format" selector (#2182).
Also, for javascript free capchas, there is no "submit" button.
