Description
TracDev/ComponentArchitecture says "Whether a component is enabled or disabled is check only once when an extension point that component implements is first used." It should be ".. checked only once …"
I'm sure that the team has better things to do. On TH, I would have just fixed this but I don't have an account to log into at trac.edgewall.org. If you want to set me up and give me wiki edit permission, I'm happy to fix these things as I find them.

Please just go ahead and make such edits, as I just did a anonymous user. You don't need extra credentials to edit non-readonly pages. Only a handful of pages are read only here (TracDownload, WikiStart, such things).
