I suggest adding something like the following to the default TracQuery wikipage, so that non-admin users do not get confused about the lack of the Save query button:
Note: you must have admin privileges in order to save queries to the list of default reports. The Save query button will only appear if you are logged in as an admin. As an ordinary user, you must use one of the other methods listed below to create a saved query.

Thanks for the clarification on the permissions.
Are you saying that changes to the live docs here at Trac project will be propagated to the default docs built into future releases?

You don't need to open a ticket to suggest changes to the documentation (except possibly for very large changes). Just go ahead and edit the relevant page.
Note however that saving a new query as a report requires
REPORT_CREATE
permission, and modifying an existing query saved as a report requiresREPORT_MODIFY
. No need for admin privileges.
