Description
When using mysql and choosing default_charset to be utf-8 at trac.ini file, then the collation of the ticket_change.oldvalue and ticket_change.newvalue are not utf8_bin. This results to cannot post comments on tickets.

The
[trac] default_charset
has nothing to do with database encoding or collation. It is used to select a source encoding when displaying files (source, attachments) and no encoding is specified.The collation on MySQL has to be set when creating the database, see MySqlDb.
