Changes between Version 86 and Version 87 of TracNotification

IIS 6.0 shipped with ​Windows XP and Windows Server 2003. We can hope no one is using these anymore, and anyway I can't imagine we would support anyone using them. Remove section for these reasons, and since link is dead.
