With Trac 0.12, there is no need to copy authz_policy.py. These docs are for Trac 0.12, but there is a reference to Trac 0.11 later in the instructions, so I assume that the intent is to keep these instructions valid for Trac 0.11. If this is not the intent, we should consider delete step 2 and there reference to 0.11 in the 'enabling the components' section.
