PageOutline not working when 2nd and 3rd arguments are passed — at Initial Version

Description
I'm using Trac 0.11dev-r5927. The PageOutline macro only works when I do it like this: PageOutline(2-6) — excluding the double brackets so it doesn't get converted on here. If I do PageOutline(2-6,'FAQ') it breaks. If I do PageOutline(2-6inline) it breaks. And by break, I mean it just doesn't show up at all.
