Make TracGuide readonly — at Version 2

Description
The TracGuide is overwritten when following the suggested upgrade steps. This is implicitly a recommendation to not modify your local version of TracGuide. I think it would be a good idea to make the TracGuide readonly by default.

Proposed changes in rjollos.git:t12899_trac_guide_readonly. I'll add a test before committing.
#12828 will make it easier for an admin to revert the readonly behavior after creating an environment.

My edits in 1.3/TracUpgrade@4 are incorrect about the pages that are not altered by the
wiki upgrade:TracGuideshould have beenTitleIndex, and I confused the checkwiki procedure with the pages that are skipped during the upgrade.Seems like these pages should not be modified in the upgrade:
I would suggest those 3 pages also be editable (not readonly).
