Documentation for [attachment] max_size applies to all realms supporting attachments, in addition to ticket and wiki — at Initial Version

Description
The documentation for [attachment] max_size states that the options applies for ticket and wiki attachments. I believe the option will be applicable to any realm that supports attachments, so I propose to change the documentation to: Maximum allowed file size (in bytes) for attachments. Specifically, the option should apply to Milestone attachments and attachments in realms provided by plugins (such as Versions, provided by the th:ExtendedVersionPlugin).
