Description

Seems like extra maintenance (and not so useful) to have buttons on left side of header and links on right side. This redundancy is most apparent in the file view, but is also noticable in a few other places. Trac is self-described as minimalistic & simple - this seems at odds with the redundant function access points.

Removing the redundant subnav-links in the Browser (where we have the "toolbar") is a pretty good idea.

I don't think I agree with this approach. We'd get rid of the redundancy, but hurt consistency, because we'd have one navigation style in the browser, and a different navigation style in the other areas. The two should be unified, and used consistently throughout all pages.
