Description
For some reason the existing Trac template only makes the "Ticket #XXX" heading a link when a specific version of the ticket is being shown. I'm not sure if there's a reason for this but it's occasionally useful to be able to reload a ticket page, for example when trying to clear changes in a ticket form. The attached patch makes the ticket header a link all the time.
