Action Pull-down list empty in web-admin

Description
Since the last few revisions the action pull-down list in the web-admin (Permission) is empty.
This list normally shows the permissions that can be granted to specific groups/users.

Ok, I believe [5552] fixes the problem, but it should probably be double-checked by someone who has a better understanding of the permission system.

The fix in [5552] worked for me, but I'm certainly not "someone who has a better understanding of the permission system."

Found this line in my log, is is possible that this has something to do with the empty permission list?
