edgewall trac site is international and should therefor use international date format

Description
could you pls use the international date format yyyy-mm-dd on the edgewall trac site? if you need evidence why, you might want to check on http://www.cl.cam.ac.uk/~mgk25/iso-time.html.
the simplest way is to set a country which uses this format, like china, or germany by

Starting with 0.11, the timezone is part of the user settings. I think we could do the same for the selection of the locale for date and time formatting.

could you pls enable en_DK or ro_RO anyway on t.e.o to have a sensible default? only 0.0001% of the users of t.e.o. are logged in and have user preferences.

#2182 is fixed and deployed here. Users can select ISO 8601 in Preferences / Date & Time / Date format.

chexum on TracHacks has found a locale that has the correct date and time formatting: ro_RO
You can see it in action in #H317.
