Please add ability for exclude author of changes from recipient list

It could be default setting in trac.ini and user option. Many users don't want emails if they changes tickets.

I think an even wider exlusion would be nice too:

An option to prevent Trac from sending email notifications when the only change made to a ticket is the CC: list.

This ticket has been duplicated in #3093 and implemented in [3291], see always_notify_updater option.

About my additional proposal, I think this would be part of the "redesign CC: field" #1459 ticket.

I opened a ticket which could address this issue, and many similar issues. See #8607.
