Consider the tooltips for the following TracLinks:

1 and 2 don't indicate the ticket number in the tooltip, which is fine in the first case, but the ticket number in the tooltip might be desirable in the second case. 3 and 4 have a tooltip that is not useful in many cases. Instead, perhaps we should indicate the comment number, ticket number, type, status and title of the ticket.
