Configuration file is not reloaded under mod_python

Description

If trac.ini is changed while Trac is running under mod_python, the changes are not visible until the next Apache restart. Presumably the settings are being parsed at compile time, which is then cached by mod_python?

It'd be useful if the configuration file was re-read if it had changed, as the users who own environments on my system do not have permission to restart Apache ;)
