* Add an `author` column to the `ticket` table and indicate //Created by ...// at the top of the ticket, perhaps below the //Last Modified// text, when `author` != `reporter` (comment:12:ticket:11949).
* Show //Created by ...// in the notification body when `author` != `reporter` (comment:12:ticket:11949).
