Description

It would be a nice feature if you could change the description of an attachment without having to delete and re-upload it.

I think this would be useful.

The description should be displayed on the attachment page (currently it isn't), and should be made editable from there.

Devel Note: This is a bit tricky; should the attachment be viewed as a property of a given resource or as a TracResource on its own? Probably the latter, but then this introduces a new concept of ownership between resources.

It would be nice to have an option to mark attachment as deprecated/invalid/outdated… (displayed as crossed attachment filename) (and leave it in ticket for log/history purpose)

Actually at least an admin should be able to change the description. Currently the only way, digging into SQL directly, is really not fine.
