Description
Spam entries could have a submit that adds the offending IP address to the BadIP page.

Trac.Edgewall.org is heavily using BadIP and BadContent page. That's a sign of badly trained database or incorrect assigned karma. BadIP and BadContent pages are mainly a bit of additional enforcement and not really meant as a constant control element.
Rather than that the Bayes filter should be trained better and then Bayes score increased. E.G. for JOSM Bayes has karma twice (20).
I changed the filter settings for t.e.o. a bit to adapt recent needs (e.g. 100% trusted registered user is no longer a valid assumption today).
Automatic IP adding is no real sensible use-case.
Also t.e.o. should think about REMOVING IP blocks after a time.
P.S. When IP blocks are wanted, then increase karma of blocklists or StopForumSpam, nut the BadIP page should actually not really be used.
