The wording sounds rather dire and some users may interpret that they've done something wrong.

This ticket has been modified since you started editing. You should review the other modifications which have been appended above, and any conflicts shown in the preview below. You can nevertheless proceed and submit your changes if you wish so.

Also, I noticed that a conflict will be indicated if a ticket comment is edited, however there are no indicators that the conflict is a ticket comment edit. I don't think we need to block submission in case of a ticket comment edit, so we should maybe look at being more precise about adding the warning.
