Timeline Ticket updates filter is enabled by default and the filter value defaults to enabled.

Description

I suspect that most Trac installations would prefer to show ticket changes in the timeline, therefore we could make this setting opt-out rather than opt-in. Does anyone object to the change?

I'd also favor changing the filter value to default to true: tags/trac-1.2/trac/ticket/web_ui.py@:242#L236​.

I personally would also prefer defaulting both to true.
