ExtensionOption raises exception when Component not enabled

I haven't confirmed the behavior reported in gmessage:trac-users:Abt3466LX24/ZdSAyDCcDAAJ, but I'm pretty sure I've seen this before. It's been observed that UserManager.attribute_provider raises an exception for SessionAttributeProvider not found even though the component is not enabled.
