Help text output from TracAdmin should be wrapped

Discussed in ​th:#12691, the help text should be wrapped so that it fits in a column.

trac-admin - The Trac Administration Console 1.0.10

Usage: trac-admin </path/to/projenv> [command [subcommand] [option ...]]

Invoking trac-admin without command starts interactive mode.
