On the milestone edit page the retargeting elements are only shown when there are open tickets associated with the milestone. |

Description
The Milestone retargetting dialog shows There are no tickets associated with this milestone when the milestone has no tickets. However, Retarget associated open tickets to milestone and the associated elements are shown when there are no open tickets associated with the milestone. Instead we should show There are no open tickets associated with this milestone.
