Ticket #99 (closed defect: fixed)

It'd be cool to be able to link to the 'new ticket' form and use URI arguments to set the different fields' default values.

This way, you could make a direct link to "leave a feature request" or "file an urgent bug about the foo component".

See #375. Presetting new ticket fields with query string parameters works in trunk, but it still needs to be documented.
