Description
It would be a nice feature if you could change the description of an attachment without having to delete and re-upload it.

- This is a bit tricky; should the attachment be viewed as a property of a given resource or as a TracResource? on its own? Probably the latter, but then this introduces a new concept of ownership between resources.

It would be nice to have an option to mark attachment as deprecated/invalid/outdated... (displayed as crossed attachment filename) (and leave it in ticket for log/history purpose)

I think this would be useful.
The description should be displayed on the attachment page
(currently it isn't), and should be made editable from there.
