RevisionLog button shown when LOG_VIEW is not allowed

Description

The "RevisionLog?" button is shown when viewing a file in the browser and the LOG_VIEW is not allowed to the user. Clicking produce a weird error message.

Expect either a beautiful error message stating that this operation is restricted or better, no RevisionLog? button.
