Notification e-mail should show list of CC'ed addresses

Description

Sometimes I need to notify somebody that a bug has been fixed, but that person might already be notified because of the CC field.

It would be more clear to the user to send a mail with the CC header set to the ticket's CC list (expanded to mail addresses, of course).
