permissions admin page needs capitalization rules

Description

I've seen permissions problems that boil down to capitalization issues come up a lot. The permissions admin page needs to state the rules about groups not being all caps, etc. to avoid the confusion.

Fixed in r5186, which besides documenting the restriction, also actually enforces it.
