ticket-custom shall not store empty value to database

Description

  1. old tickets is in databse
  2. the admin add ticket-custom fields
  3. user update a ticket

current behavior:

i got email about 

 abc =>
 def =>

it's useless to see bunch of "abc => " which confuse our thought, thiking that there's something property changed
