HTML query results differ from RSS/CSV results

Description
The results of the RSS and CSV queries do not match the standard HTML queries. I think the problem may only happen when the user is logged in. What seems to happen is that the results are filtered to only include tickets the user reported. Can anyone else confirm this is happening?
