Title of "All Tickets by Milestone" report misleading

Description

Given that the report sits in the list next to two reports whose name begins "Active tickets...," this report's name seems to imply that it will also include tickets that have been closed, but it does not. I suggest changing it to "Active Tickets by Milestone"

Yeah, "Active Tickets by Milestone" is more consistent, and in fact is the title used for {6} on this site.
