Running 0.11 trunk with only Genshi yields ClearSilver warnings

I am running 0.11 from SVN trunk with only Genshi and no ClearSilver installed.

My httpd error.log gets filled with 'ClearSilver not installed'.

I think I traced it to 

trac/build/lib/trac/web/clearsilver.py: print>>sys.stderr, "ClearSilver not installed"

This of course needs to be fixed before 0.11 gets released.

Yep, the nuisance should have stopped now with r3975.
