FineGrainedPermissions wiki page is missing in 0.10b1

Description
After upgrading to 0.10b1 using trac-0.10b1.win32.exe
on the wiki page TracPermissions I see at the end
of the page:
See also: FineGrainedPermissions?, TracAdmin, TracGuide
which means FineGrainedPermissions is missing.

If it were to be included, it should probably be renamed to TracFineGrainedPermissions, so for 0.10, I'd say best is to fix the link.

I'd rather it be added to the distribution. Our dev systems have no Internet connection.

Ok, for now the link has been fixed to point to t.e.o.
I'll leave the discussion open as to whether we include that page in the wiki-default and rename it to TracFineGrainedPermissions or not for later...

The page could still benefit from some additional editing...
So the question is, should we add it or add a link to that page on trac.edgewall.org?
Probably the latter, what do others think?
