authenticated doesn't respect TICKET_CREATE

Description

Using the webadmin plugin (haven't tested without) to set TICKET_CREATE for user 'authenticated' has no effect.

I had removed all permissions for anonymous and set a restricted set for authenticated. Giving TICKET_CREATE to anonymous solved the problem but not ideally of course.

This works fine for me, and I haven't seen any confirmations of this problem.
