Some ticket TracLinks generate wrong URL

Description

Ticket TracLinks that start with # incorrectly include the # in the generated URL. ticket:-style links work fine.

  • Broken ticket link: test
  • Working ticket: ticket link: ticket:2120
  • Working ticket: ticket link: test

I think this regression was introduced in [2724].
