trac INSTALL file leads one to get pysvn rather than SWIG

Description

Following the INSTALL file from trac-0.9b2 lead me to get the pysvn binding rather than SWIG, only found out later my mistake from reading the install wiki page. This despite me having installed trac before :(

Please regenerate the INSTALL file in the distributed tarball from the install wiki page so the info about swig bindings therein is placed into the INSTALL file too.
